【摘要】:ThistestmethodisusedtodeterminetheUandPucontentofscrapandwasteincontainers.Activemeasurementtimeshavetypicallybeen100to1000s.Passivemeasurementtimeshavetypicallybeen400stoseveralhours.Thefollowinglimitsmaybefurtherrestricteddependinguponspecificmatrix,calibrationmaterial,criticalitysafety,orcountingequipmentconsiderations.Thepassivemeasurementhasbeenappliedtobenignmatricesin208LdrumswithPucontentrangingfrom30mgto1kg.Theactivemeasurementhasbeenappliedtowastedrumswith235Ucontentrangingfromabout100mgto1kg.Thistestmethodcanbeusedtodemonstratecompliancewiththeradioactivitylevelsspecifiedinsafeguards,waste,disposal,andenvironmentalregulations(forexample,seeNRCregulatoryguides5.11,5.53,DOEOrder5820.2a,and10CFR61sections61.55andsections61.56,40CFR191,andDOE/WIPP-069).Thistestmethodcouldbeusedtodetectdiversionattemptsthatuseshieldingtoencapsulatenuclearmaterial.Thebiasofthemeasurementresultsisrelatedtotheitemsizeanddensity,thehomogeneityandcompositionofthematrix,andthequantityanddistributionofthenuclearmaterial.Theprecisionofthemeasurementresultsisrelatedtothequantityofnuclearmaterialandthecounttimeofthemeasurement.Forboththematrix-specificandthematrix-correctionapproaches,themethodassumesthecalibrationmaterialsmatchtheitemstobemeasuredwithrespecttothehomogeneityandcompositionofthematrix,theneutronmoderatorandabsorbercontent,andthequantityofnuclearmaterial,totheextenttheyaffectthemeasurement.Itisrecommendedthatmeasurementsbemadeonsmallcontainersofscrapandwastebeforetheyarecombinedinlargecontainers.Specialarrangementmayberequiredtoassaysmallcontainerstobesteffectinalargecavitygeneralpurposeshuffer.Itisrecommendedthatmeasurementsbemadeoncontainerswithhomogeneouscontents.Ingeneral,heterogeneityinthedistributionofnuclearmaterial,neutronmoderators,andneutronabsorbershasthepotentialtocausebiasedresults.Thistestmethodrequiresthattherelativeisotopiccompositionsofthecontributingelementsareknown.Thistestmethodassumesthatthedistributionofthecontributingisotopesisuniformthroughoutthecontainerwhenthematrixaffectsneutrontransport.Thistestmethodassumesthatlumpaffectsareunimportantx2014;thatistosaythatlargequantitiesofspecialnuclearmaterialarenotconcentratedinasmallportionofthecontainer.Forbestresultsfromtheapplicationofthistestmethod,appropriatepackagingoftheitemsisrequired.Suitabletrainingofthepersonnelwhopackagethescrapandwastepriortomeasurementshouldbeprovided(forexample,seeANSI15.20,GuideC1009,GuideC1490,andGuideC1068fortrainingguidance).Sometimessitespecificconditionsandrequirementsmayhavegreaterbearing.1.1ThistestmethodcoversthenondestructiveassayofscrapandwasteitemsforU,Pu,orboth,usinga252Cfshuffler.Shufflermeasurementshavebeenappliedtoavarietyofmatrixmaterialsincontainersofuptoseveral100L.Correctionsaremadefortheeffectsofmatrixmaterial.Applicationsofthistestmethodincludemeasurementsforsafeguards,accountability,TRU,andUwastesegregation,disposal,andprocesscontrolpurposes(1,2,3).1.1.1Thistestmethodusespassiveneutroncoincidencecounting(4)tomeasurethe240Pu-effectivemass.IthasbeenusedtoassayitemswithtotalPucontentsbetween0.03gand1000g.Itcouldbeusedtomeasureother......
